CENSUS 2000 PROJECT UPDATE
Census 2000 is not over yet! In recent weeks, the Census Bureau has entered the second phase of counting the United States population. The first phase, which ended in the middle of April, relied upon voluntary completion and mailback of Census forms that were mailed to households across the nation, resulted in a 53% response rate in New York City. The second phase consists of door-to-door enumeration and will continue past the end of June. Census-takers, identifiable by Federal identification badges and US Census Bureau messenger bags, will visit households that received the form but did not return it in time. Additionally, Census-takers may call or visit households to confirm information such as addresses on Census and Be Counted forms.

While the Federation and the Asian American Task Force on Census 2000 urge the community to cooperate fully with enumerators in their neighborhoods, we are also monitoring the Bureau's operations in this second phase. There is significant concern that there have not been enough bilingual enumerators hired for communities with large Asian immigrant populations. The Federation and AALDEF have secured assurances from Tony Farthing, regional director for the NY Metro area that if we can specifically identify problems with the enumeration process in Asian neighborhoods, he will work to resolve them. Please call Parag Khandhar at ext. 18 with any information about specific problems or concerns with the enumeration process that you or members of your agency have heard. All information is useful, from reports and contact information of individuals with Asian language ability who scored well on the exams and were never called to work, to community members who have had run-ins with insensitive enumerators. Thank you and stay tuned...
